These days the air of autonomy in the country is fast moving forward. Whether it is the winding up of Nirvai Modi's bank scam, in the form of raising the rights of the Reserve Bank or the Government of the closed cage parrot, it is a matter of liberating the CBI from the interference of the ruling party. The date of Karnataka election is the numbing event being leaked prior to the announcement of the commission or demand of a separate state. Though the appearance of the event may be different, but behind them all, somewhere, the original feeling is hidden from autonomy.
This series of autonomy is not limited to the demands of regulators like the Reserve Bank of India and the Reserve Bank of India, such as the Election Commission and the CBI, but now it has reached the educational institutions. Significantly, the Union Human Resource Development Ministry has recently decided to give autonomy to 62 higher educational institutions. These include major educational institutions. For example, Jawaharlal Nehru University, BHU, AMU etc. According to this decision, 5 Central Universities, 21 State Universities, 24 Deemed Universities and two Private Universities will not have to depend on the University Grants Commission for taking their decisions.
The argument of the government can not be doubted that this decision will increase the quality of educational quality of the institutions. It is natural to have quality in education production in world-class curriculum and a world-class reading-reading environment. But we should also not forget that we are a socialist people - a resident of the welfare nation and the responsibility of a public welfare state is to provide the basic facilities such as education health to the citizens on concessional rates. When government education is reduced or stopped for these educational institutions, social justice schemes such as fellowships and scholarships for the economic empowerment of the poorest sections are bound to be affected.
That is, on one hand this decision seems to be chasing the original character of our nation. Unfortunately, the biggest challenge of our education system is not to binge more hope to overcome the problem of 'jobless education'. It is not irony of the country if it is said that on one side we are proud to be the youngest country in the world, on the other hand the Ministry of Labor and Employment is presenting the picture on the contrary. According to statistics, 65 percent of the country's population is struggling with regular employment. Worse still, the 60 percent graduate post graduate educated youth is involved!
Actually if we really want to improve higher education, then the first condition is that our higher education system recognizes the challenges that are happening. Whether the challenge is in the form of student teacher ratios or as a work culture. All of these need to be thought seriously. In institutions like JNU, that the levelless politics distracts the country, it is not a matter of less concern. Talk about the student teacher ratio, there is a professor ratio of 300 students in many educational institutions. Who can surprise anyone. The condition of the laboratory of our educational institutions can not be called as encouraging. They are not only struggling with the lack of resources, but the mindset of giving students the highest marks at the end of the session is also equally present. In such a situation, we expect the administration of educational institutions and ethics from the professors. Simultaneously, students are also in the urgent need of the present time to highlight the importance of research in the present age of technology.
In spite of all these aspects, it will be redundant if it refuses its bright side. This autonomy decision is not only going to prove to be a burden to the burden of the work of the country's bureaucracy but it will make it easier for many reliable institutions who want to invest in India's research. Currently, a 'brain drain' system has become a practice. Here 'brain drain' means the promising Indian students from abroad increasingly. This decision is not only a possibility of improvement in this situation but, as foreign entities arrive in the country, there will be a beginning of 'reverse brain drain' in the country which can prove to be a milestone in making India a center of innovation and research. .
This step of autonomy, giving the opportunity to read from world-class educators overall, is commendable, provided the decision taken with clear intention from our government is limited to mere autonomy rather than absolute autonomy. It is necessary for the institutions to ensure the accountability of the respective educational institutions. This accountability should not only be with the government but also against the people. Apart from this, arrangement of audit of fairly fair after certain time intervals is also necessary so that the dream of the Constitution makers can not make any difference to the dream of the public welfare state
